Profile
Vladan Raznatovic is an international development executive specialising in digital governance, sustainability, political economy analysis, land administration, and institutional reform. His career spans more than 24 years of leadership across fragile, transitional, and post-conflict environments in the Middle East, Africa, and the Western Balkans.
He has held senior roles with USAID, led reform analysis and programme design for the European Union, and currently serves as MULK Project Manager with UN-Habitat in Iraq, supporting the modernisation of Housing, Land and Property systems through digitalisation, institutional strengthening, and implementation support.
Alongside his public-sector and donor portfolio, he co-founded EmpowerDevTech and the Climate Canvas Initiative, applying AI and digital tools to support localisation, organisational capacity, climate resilience, and practical service solutions for civil society organisations and SMEs.
He holds a BSc in Economics from the University of Montenegro and an MSc in Environmental Sciences and Policy from the University of Manchester. He is based in Podgorica, Montenegro, and writes on governance, democratic resilience, and regional political trends.
